The name Rîto-èli Fêqê is derived from the Iron Elvish language, as Rîto-èli Fêqê was founded by Alcelator Treshê, who was culturaly Iron Elven.

Overview
Rîto-èli Fêqê was founded durring the late 15th century in summer of the year 1374, by Alcelator Treshê. The establishment of the new community went well, with no major obsticles durring construction.
Rîto-èli Fêqê was built using the conventions of Iron Elven durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Rîto-èli Fêqê is no diffrent. The town's buildings feature plaster covered brickwork used to form structures with an emphasis on symmetry, proportion, geometry and the regularity of parts. Orderly arrangements of columns, pilasters and lintels, as well as the use of semicircular arches, hemispherical domes, niches and aediculae can be found everywhere such that only size of building and yard can be used to measure the general prosparity of a given building's owners due to a general wealthy feeling the style gives off.
Rîto-èli Fêqê is buildings are built arround a single restrictive packed earth mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Rîto-èli Fêqê's millitarily questionable fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
A look around Rîto-èli Fêqê is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.
Civic Infrastructure
Rîto-èli Fêqê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Rîto-èli Fêqê. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Rîto-èli Fêqê's parks.

Rîto-èli Fêqê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Rîto-èli Fêqê's natural decorations nor waterways.
Rîto-èli Fêqê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Rîto-èli Fêqê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Life is hard in Rîto-èli Fêqê. Its people are impoverished compared to their peers elsewhere. Something is making the locals stay, however, whether fear of the alternative, hope for a better future, or a stubborn attachment to their ancestral lands. Whatver the reason, living in this harsh area for generations has made the people of Rîto-èli Fêqê a notably resourceful and hearty people.
Rîto-èli Fêqê's chapel was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.
